FHU served as the prime consultant and conducted a PEL for a 63-mile corridor that bisects three transportation planning regions. The Project identified safety and operational needs that evaluated short- and long-term improvements. FHU tied the operations analysis to CDOT’s performance measures by analyzing existing and proposed conditions for the travel time index to determine whether alternatives met CDOT’s goals.
